I purchased your tileset for a school project but Im not sure how to use the file I was given. Any help? I was wanting to make a game on https://arcade.makecode.com/#

I am not familiar with that webpage. I have provided example that can be used with Tiled and Godot tilesets. You can download Tiled (it's free) and check for example how it works.

Hey, what is the license for these? I'm working on a FOSS game (AGPL) and am interested in using them, but are not sure if your license is compatible.

Unfortunately it is not compatible with open source type of projects.

Are you willing to consider a specific licensing arrangement for that purpose? Where you would be paid an agreed-upon amount to permit that?

I am eventually open to commission to do different tilesets/graphics based upon customer's need. Please send me an email to  commission at dithart.com  if you find this option suitable for your needs.
